This will feed back, therefore, into the purchase price they are willing to pay. The developer should be able, by appropriate marketing, to reap the advantages of commissioning an efficient building. A similar argument applies to the case in which the developer rents the building to final users. The lease will usually contain provision for rental and service charges: some of the running costs will be passed on to the user, but the remainder will be met by the level of expenditure covered by the service charge.

Public sector clients usually build to satisfy a public need, for example, for housing, sports complexes, schools, fire stations, roads, prisons.
